Why are people in favor of being a conservative are against government handouts?

when they use them??? i know this man who was in the marines he is around 29, he complains about giving his money to others and he should not (meaning the government for others)... But on the other hand he lives at home with his mom and brother and grandma, has a child, does not work and gets money from the government to go to college and money for him and his child.. He then complains he does not get enough... so does he look in the mirror that we are all paying for him as well?? he is not even contributing to put back in the pot .. he has no job? your thoughts thanks :)
