'wmisynd.exe' has infected my PC. What should I do now?

Recently strange things are happening to my PC such as my internet being used, without my firewall noticing it and system slowdown. I changed a few setting and the anonymous internet usage has stopped. The file 'wmisynd.exe' is asking for internet access and i'm most certain that it is the problem file. I wanted to know is it okay to delete the file without losing any functionality.
