Why are people attracted to live in volcanic/earthquake hazardos regions?

the soil on and around volcanoes are generally very high in plant nutrients and make good farmland with excellent g growth on the mid to lower slopes. earthquake prone zones such as California have the same conditions however much of Japan is un-arable.
