The name of a PC strategy game?

The one I am thinking is at least 5 years old (I played it in 2003), had really good graphics for the time, and was 3D strategy. I mean you could zoom in from regular above view of your troops to s spot on the ground with horizon vision. It was with human troops,buildings and machinery, and if I recall correctly, there were no aliens, and the game was set in the future. I'm pretty sure, 90%. Also, a mission, the first I am 99% sure, was in a 3D snow environment. That is about all I remember.
