Is everything ghetto "tacky"?

Every opinion I ask for, a white girl will be like "it's so bad it looks so tacky" when it's something that's present in inner cities and not common in suburbs. Like for example: gold bamboo door knocker hoop earrings. or nail designs (instead of getting a french manicure with one little jewel smack dab on the middle of the nail like I see on almost everyone that's white)
